Capitol Hill sits immediately east of the United States Capitol, at the heart of Pierre L’Enfant’s original plan for Washington. As construction began on the Capitol in the 1790s, a community gradually developed around it, with boarding houses, workshops, churches, and homes serving members of Congress, government workers, craftsmen, and laborers.

Growth also spread north from the Washington Navy Yard, established along the Anacostia River in 1799. Over time, these early settlements expanded toward one another, creating the residential neighborhood now known as Capitol Hill—one of the oldest continuously inhabited parts of the original City of Washington.
